CIDNE – Operational Intelligence

The Combined Information Data Network Exchange (CIDNE) is a structured web-enabled database that provides the capability for disparate national and multinational communities to capture, manage, and share their individual and collective data through a web-browser in support of any operation.


In order to make well-informed decisions, organizational decision-makers require access to a broad spectrum of operational intelligence which not only pertains to adversary (red) and friendly (blue) data, but also to host nation (green) and local population (white) data. Users can upload media files, as well as create associations between reports, creating powerful semantic interpretations.
Utilizing a series of static and dynamic query filters, CIDNE searches for cross-community reports. Reports can be viewed on a map using GeoQuest, an embedded geospatial tool where search results can be visualized.
CIDNE serves as a primary bridge between disparate communities who might not otherwise share data by providing a standardized reporting framework across multifunctional disciplines supporting operations and intelligence. This common framework allows structured information to be shared vertically and horizontally as part of flexible, user-defined workflow process that collects, correlates, aggregates and exposes information as part of the end-user’s individual information lifecycle requirements. Due to its ability to replicate information within and across networks, CIDNE fosters information sharing and collaboration between geographically separated units and cross-community organizations.
CIDNE provides a means for “human sensors” representing multiple organizations to capture their community-centric, time-critical data and store it within a single online database. CIDNE’s dynamic design supports bi-directional data exchanges with other systems via standardized or custom interfaces further enabling cross-community requirements for data aggregation. Built on an SOA framework, CIDNE is interoperable with over 30 other external systems including CPoF, JDIGS, SKOPE RCU, JDOCS, TiGR and many others. This connectivity provides intelligence users with many non-traditional sources that they might not otherwise have access to, thereby enhancing analysis. CIDNE’s cross-community reporting infrastructure provides analysts with the capability to see reports from a multitude of functional lanes.

Use Cases

The evolution of CIDNE and its capabilities reflects the lessons learned from operations in Iraq and Afghanistan. In the early phases of these asymmetric warfare operations, the lack of a standardized and enterprise-wide reporting capability severely impacted the ability of organizations to collect, analyze and present their mission-derived information. In an environment where “everyone is a sensor” there was a noticeable absence of a mechanism to report and visualize this human-sensor data. Lastly, there was a lack of a solution that could rapidly meet cross-organizational reporting requirements.

By understanding the unique mission requirements and working on the ground with customers, CIDNE was built by ISS and to its theater-wide use by US and Coalition forces in Iraq and Afghanistan. Leveraging the success of CIDNE in these operations, USG organizations, operations in the Pacific Rim and the CENTCOM AOR are now utilizing the capabilities of this robust reporting tool to further enable their information management and data-sharing efforts.

Combat-proven in harsh Iraq and Afghanistan environments, CIDNE is deployed worldwide. CIDNE supports Operations, HUMINT, Targeting, Information Operations, Engagement, Civil Affairs, Human Terrain, Indirect Fires, and Counter-IED communities, and for many it has become the primary tool for authoritative data.
